Clarence Tolliver
LEDA Washington State Chapter President
Clarence Tolliver is a Sergeant with the Renton Police Department and currently supervises the Uniform Pro-Act Team in the Special Operations Division. Clarence started his law enforcement career with the North Las Vegas Police Department in 1998 and in 2008, moved his family to Western Washington. In Clarence's career, he has been assigned as a motor officer, a Collision Reconstructionist, a Gang Enforcement (Intelligence) Officer, Defensive Tactics Instructor, EVOC Instructor, Background Investigator, and patrol sergeant. Clarence is also part of the Valley Civil Disturbance Unit as a Special Ammunition Response Team (SART) member.
Clarence has been an active pilot with Renton Police Department's UAS program since 2016 and holds a Part 107 Certification. That program now has more than 30 UAs and over 20 Pilots with UAs being integrated into every division of the police department. He is a certified NIST UAS proctor and also an sUAS instructor.
In his spare time, Clarence enjoys spending time with his family, enjoying hiking and fishing, and being a "Cheer Dad" to his teenage daughter.

Matt Nugent
LEDA Washington State Chapter Vice President
Matt Nugent was born and raised in Renton, Washington and has been a commissioned Law Enforcement Officer for nearly 10 years, employed by the City of Renton Police Department for the entire duration. He was previously a volunteer Police Explorer Advisor with the City of Kirkland Police Department and a full-time Corporate Security Manager for two fortune 100 companies for 7 years prior to being hired by the Renton Police Department. He possesses a master's degree of science in the study of Criminal Justice from Grand Canyon University – Phoenix, AZ. He is currently assigned as a Collision Investigator in the Traffic Unit within the Renton Police Department Patrol Service Division.
His primary duties include investigating traffic related crimes, fatality and critical/serious injury collisions and investigating hit-and-run injury collisions with the responsibility of preparing cases, where probable cause exists for prosecution. He was first introduced to drone technology in 2016 and became FAA Part 107 licensed in 2019. He received 40-hours of basic flight operations training and has been intrigued by drone technology ever since. He is a UAS Instructor for the Renton Police Department, assists Valley SWAT with interior and overwatch flight operations, and conducts crime scene reconstruction for major crime scenes or fatality collisions. He serves as the Vice President for the Law Enforcement Drone Association (LEDA) – Washington State chapter and assists as an Instructor for the National LEDA team.

Shaun Feero
LEDA Washington State Chapter Secretary
Commander Shaun Feero has been with the Auburn Police Department since 2007. Prior to that, he was a police officer with the City and Borough of Juneau, Alaska from 2005-2007 after attending the Alaska State Trooper Academy in Sitka, Alaska.
Shaun graduated from American Military University with a Master of Arts degree in Criminal Justice. Additionally, he received a Graduate Certificate in Executive Law Enforcement Leadership at AMU after attaining undergraduate degrees from Portland State University and the Community College of the Air Force.
While in patrol, Shaun spent time on the Crime Scene Team, was part of the Auburn Police Guild Executive Board, Valley SWAT Team, Valley Civil Disturbance Unit, Field Training Officer, Firearms Instructor, Bicycle Unit, and was recognized as a Master Police Officer (MPO) in 2016. Shaun is Auburn PD's Military Liaison, providing resources to veterans and keeping the APD administration apprised of current reserve and guard commitments.
Shaun served in the Air Force Reserve and retired as a Senior Master Sergeant in 2023 as Operations Superintendent of the 446th Security Forces Squadron at Joint Base Lewis-McChord, Washington. He is currently the Commander in charge of the regional Valley Civil Disturbance Unit (VCDU), Commander of Inspectional Services at Auburn PD, Commander of Auburn PD's firearms program, and Commander of Auburn PD's sUAS (drone) program.
Shaun is an FAA Part 107 certified sUAS pilot, drone hobbyist, motorcyclist, avid hockey player, referee and coach. Shaun resides in Bonney Lake, Washington, and is blessed to be married to his beautiful wife, Victoria, and enjoys every day with his two sons, Wesson and Colt.

Jason Visnaw
LEDA Washington State Chapter Steering Committee
Jason Visnaw is a Captain with the Puyallup Police Department (Washington). Captain Visnaw began his law enforcement career in 1997 and has held numerous positions and specialties, to include Patrol Officer, Police Training Officer, Clandestine Lab Team member, SWAT operator, Bicycle Patrol, Major Crimes Detective, Patrol Sergeant, Major Crimes Sergeant, Operations Captain and CID Captain. Captain Visnaw is a graduate of the FBI National Academy, session 278.
Captain Visnaw currently oversees the Criminal Investigations Division, Property and Evidence, the Department’s Peer Support and Wellness teams and the Department policy manual. Captain Visnaw oversees a regional team investigating major crimes and he is a Commander of the Pierce County Force Investigation Team, which conducts independent investigations of all officer-involved use of deadly force in Pierce County.
Captain Visnaw has overseen the Department’s UAS program since its inception in 2019. He was one of the two initial Part 107 certified pilots at the program’s inception. The program has grown from two pilots and three aircraft to eleven pilots and sixteen aircraft at present. The Department currently operates under a combination of Part 107 and a public safety COA with a BVLOS waiver.

Brian Viles
LEDA Washington State Chapter Steering Committee
Brian Viles is a sergeant with the Vancouver Police Department Special Operations Unit and has worked there for the last 22 years. He worked as a canine handler for 12 years, 1 year as a detective in the Neighborhood Response Team and has been a sergeant since 2019.
In late 2022, he helped revamp their UAS program to extend from the traffic unit to working with patrol and SWAT. Since then, they have over 25 part 107 pilots with their department and average around 400 deployments a year. They are currently working on finalizing a dedicated UAS cadre for SWAT and are looking forward to implementing a DFR program with their city with possible integration to a real time information center (RTIC).
